In a group of mixed ages, the youngest child's ratio and group size apply to the whole group (218-RICR-70-00-1.11(B)(7)).
Only these ages may share a group: infants and toddlers; toddlers and three year olds; three to six year olds; five and six year olds with kindergarten; kindergarten through grade 6; grades 4 and up. Toddler, preschool and kindergarten groups may combine in the first and last hour (1.11(B)(6), (8)).
