Staff-child ratios in Colorado
From Colorado 8 CCR 1402-1, Rules Regulating Child Care Centers (Less Than 24-Hour Care), 2.217 Required Staff and Supervision. In Farlow you set these bands once, and every room is counted against them as children check in and out.

In a group of mixed ages, the rule's own age groups apply (the table below): the narrowest one that holds every child in the group (8 CCR 1402-1-2.217(14), (15)).

Mixes that no row holds take the youngest child's ratio and group size when more than 20% of the group is younger; that rule does not cover infants and toddlers. Group size may be exceeded for circle time, meals and special occasions (2.217(14)(a), (15)).
